Born in Cedar Springs, the son of Cleveland and Erie Willena Mowers, of Blenheim, Ontario, Canada. The brother of Jane V. (Mrs. Edward Courtis) and at home Inez a teacher in Tupperville. Frank also had two brothers in the RCAF, LAC Letson in New Brunswick  and LAC Keith stationed in PEI., a brother-in-law Flt.Sgt.Edward Courtis had been listed MIA for two months. CDN26/12/44

He attended Blenheim Public School and High School before enlistment. A member of the Blenheim United Church  where he was the superintendent of the Forth Line United Church Sunday school and President of the Young Peoples Union there.

QMS Mowers lived in Cedar Springs until his enlistment in May of 1940 , he ha been a member of the Kent Regt. for two years as a milita unit.

He went overseas in July 1940. Frank had been twice wounded prior to his death while fighting in Sicily.  Frank received a bullet wound in the side, and continued until being wounded with a serious shrapnel wound in his right elbow. He spent six weeks in a hospital in Tunisia before returning to his unit then in Italy.

The CDN 23/12/43(P) reported that Acting Cpl. Mowers had been awarded the Military Medal at the age of 24 years. It was reported he was serving with the RCR then engaged in the important advance of the British 8th Army. 

The CDN 17/10/44 reported that Cqms. Frank Bowers of Blenheim was involved in an area near the Bulgarian frontier with German Panther and Tiger tanks plus infantry. Mines were also thick in the area and blew up 11 men in one company. Pioneer and stretcher-bearers led by Lieut. W. C. Watson and Cqms. Frank Morrows. It took over four hours to  prod a path through the minefield to evacuate the casualties as well as four wounded Germans and eight prisoners.
