Elmer was born in Highgate, ON and had lived in Bothwell before moving to Windsor a year and a half prior to his enlistment. He attended Harry E. Guppy School and was employed for a short time before joining up with the Canadian Bridge Company Limited. He was the son of Mrs. Jenny Kelly; one brother Sgmn. Norman, serving in France with the R.C.C.S. and one sister Mrs. Clayton Oster.
He enlisted in September 1942 with the 4th Princess Louise Dragoon Guards. He went overseas in April of another year. Elmer was a member of the Canadian Armoured Corps.
KIA Sept. 2 1944. He died of wounds received while fighting in Italy.
