Born 11/07/1923 in Elizabethville, Durham Co., ON. Son of Cecil Adelbert Quantrill and Cora Susan (nee White) Quantrill, brother of Dorthy, Howard and Ray of Campbellcroft. He was educated at Elizabeth Public School and Port Hope High School. After graduating from high school in 1937, Elwin applied for employment with the Royal Bank in Port Hope and after some time, was transferred to the Wallaceburg Branch where he worked from 1938 to 1942.

In 1942 Elwin submitted his request for a leave of absence from the bank and on 16/04/1942 enlisted in Hamilton with the RCAF. Before receiving his training orders Elwin returned home to see his ailing mother, friends and to see his sweetheart Vivian Maude Jennings. They decided to marry and on 17/03/1943 they married.

He trained in Toronto, Goderich, Exeter, Centralia, Pearce, AB., Brandon, MN., and received his wings 14/05/1943 at Centralia as a RCAF instructor. Assigned to No. 12 Service Flying School at Brandon, Manitoba. It was there while instructing aboard Cessna training aircraft #8162, that a mid air collision with another aircraft took the life of F/O Quantrill.
