The daughter of Mr. and Mrs. C. M. Phillips of Chatham, ON.  

Elsie was a graduate of the Public General Hospital in 1930. She went on to be the assistant superintendent at the Owen Sound General and Marine Hospital. 

Lieutenant (Nursing Sister) Phillips was posted to #21 Canadian General Hospital Unit at Kitchener May, 1943 and later posted to Windsor, N.S. on June 10th, 1943 posted to Yorkshire, England.  She began her duties in the RCAMC in August 1943, In 1944 she was stationed at Chorley Park Hospital in Toronto. She arrived in England the day the Allies invaded France. CDN 15/09/44(P).

She served at Harley, Taplow, Yorkshire, East Grinstead and Winchester until Sept. 1944. On October 3rd 1944 she went to Mesnes Enbrae, France. On January 8th 1945 she served at St. Orne, France.

Phillips received the C.V.S.M. the 1939-45 Star, the France and Germany Star and the Victory Medal.
